Help With Norwegian Circle 'T' Cancellation

Came across this when going through some Norwegian stamps and hoping someone can shed some light on the circle 'T' cancellation. I'm guessing it is a 'Tax Due' indicator but nor sure. The stamp is Norway Scott's #74.
