Yes, Christmas Seals are considered cinderellas, but Scott's does list them in their U.S. Specialized Catalogue.
The Scott numbers for the 1940 seals are WX100 (Perf. 12˝x12), WX101 (Perf. 12˝x13), or WX103 (Perf. 12˝). The 1941 seals are WX104 (Perf. 12˝x12) or WX105 (Perf. 12˝).
My catalogue is very old, so I can't really advise you on the value, but I expect that having full sheets with the accompanying letters will boost the value considerably.
