Can I use a 2016 non-machinable surcharge stamp by itself or do I have to add a 2 cent stamp as well.
The rate at the time was 68 cents and now it is 70 cents. Since the stamp just says USA and non-machinable surcharge on it and no value would it be okay to use by itself at the current rate.

The inscription the USPS puts on these stamps could lead one to assume that the stamp covers only the non-machinable surcharge, when in fact they cover the first ounce of postage AND the non-machinable surcharge, currently a total of 70c. As Forever stamps, their value will keep up with changes to postal rates.
