They aren't postage stamps. The first is some sort of seal, the second a registration label from an envelope.

These would be found in a revenue stamp catalog under "Netherlands Antilles", "Curacao" or ( not likely ) "Netherlands West Indies".
The name "Netherlands Indies" is reserved for what is now Indonesia

The first is a general revenue stamp of Netherlands Antilles. It was used for all kinds of documents where a fee was payable. The example shown by NSK was probably the renewal fee for the passport. I have a similar example value 10 cents used on an official receipt.

It is listed in "Benelux Revenues" by Barefoot as number 62. There are some 18 different values from 5 cents to 50 guilders.
