Please Help Identify This Stamp

I am sorting through a box of stamps from the 1920s and found this one. It is stamp-sized, imperf, on thin white paper. The writing is very small, and I can't make out what it says, only that is has a denomination of 20 in the ovals at the top.
I thought the middle word might be Madfa, which is in India, but they haven't released any stamps.

If anyone can tell me whether it is a stamp, or cinderella item, and identify it I would appreciate it.

My thanks for the information. I share your opinion that a forgery is by far the most likely.

It is not an area I collect but I am most grateful to have the item identified.
