Those scratch marks along the right side of the design always indicate Type V, #24. They come in different patterns, corresponding to different reliefs used to make the Type V plates (this example is Relief C).
ETA: All stamps of this design with the scratch marks are Type V, but not all Type V stamps have the scratch marks.
