Ux46 "Economy Post Card"

I stumbled across this UX46 postal card. It has never been used, but does have a statement in the lower-left corner. My guess is that a government office acquired these postal cards, then overprinted with a statement encouraging use by government employees.

Have others seen this overprint, either on UX46 or other post cards? Other thoughts?

The statement reads:

ECONOMY POST CARD
It costs the taxpayers 15¢ to 25¢ or more to send on official letter. This includes postage, stationery, stenographic, filing, and other services. It costs the taxpayers 5¢ or less to send this card, which represents a saving of from 10¢ to 20¢.

Seems like stationery must be very costly as all of the other costs should still be in place.

The 3c postal card was matchend by the 4c envelope until the rate increase in late 1962 when both rates increased by 1c bringing the postal card rate to 4c and the first class envelope rate to 5c.

if the privately applied note about the relative cost of a postal card versus a first class envelope is correct, then the majority of the cost difference must have been everything except the cost of the postal card and the postal stationery. The cost of processing and mailing the postal card must ignore the related costs including stenography, filing, copying and other related costs. Besides, ever known a manager to "pen" his own letter?

Yes, the cost/benefit analysis on the card omits:

- the message must fit on a postcard, and

- the message must be suitable for a postcard, and

- the sender will address the card himself, and

- as compared to his secretary, his time is worth nothing (arguably true).
