2) reference to the "ultra liberal, pro-globalization, rule book......" If one drinks coffee and/or eats bananas, one is a "globalist." Those items aren't grown in commercial quantities in the US or UK.
Perhaps I read too much into the globalization comment but I believe that he is referring to problems that arose with supply chains, specifically PPE and other medical supplies along with drugs and drug constituents, that arose during the pandemic. Mr. Stocker also references "just in time" delivery which in this case worked against many Countries when they were short critical items and other Countries shut off their exports of those goods in order to take care of themselves. That is what I got out of it anyway.
