To me the top Scott 479 is normal, the bottom 479 is a 479ii or 479iii, but you have the stamp in hand to decide whether it is HB paper or dull paper.
The dish on the bottom stamp is shifted up and to the left.

The red over blue is done with half-tone printing. The dish is yellow and when red is added to the printing, it gives it an orange colour.

I looked at both of your stamps and added a graphical image manipulation program..The one on the left is your top stamp {normal} but the right stamp image is your second {bottom} stamp which has all the indicators of 479ii or 479iii......See pic. below.
