India - Crops Research Institute Withdrawn

In 2017 India issued a sheetlet for the ICAR (Central Plantation Crops Research Institute). In the right upper corner there are two icons, assuming one for ICAR and another one I have no idea.

The sheetlet was allegedly withdrawn, and a re-issue appeared in 2018 where the two icons had gone.

Any chance the withdrawal is due to some copyright violation ?

Apparently there is a misspelling in the Hindi language. It was delayed because of poor quality print as well as mispelling and was reprinted. Not sure which is reprint and if original issued or withdrawn. Check out the first word, last character in the sentance or line, looking like an upside down H which is different. Mispelled on the sheet as well as on both individual stamps. And below the symbol too?

Of more obvious difference is the 15.00 stamp. I see that the "india_connection on ebay" has been removed from both stamps as well as a swap of the location of 15.00 and India. What was india_connection on ebay doing there anyway?

At least the 2018 stamp set has a nicer, sunnier day on the 15.00 version also.

1. I really did not notice, the "india_connection" is NOT part of the sheetlet but obviously has been added by the seller
2. Apparently the reason for withdrawal was that the sheetlet was planned for 2018 but was erroneously issued in 2017 and thus withdrawn.
3. Also a redesign was made apparently which included the omission of the logos
4. Seems that the withdrawal was done before it was sold, but a few Post Offices received the sheetlet ahead of time and started selling before it was withdrawn

And to address what partime noted. Yes the whole of the design was changed, not only the number positions but the removal of the logos, and also the area shown of the building and landscape is greater as well as changing the retainer wall in foreground from green to red.

Still the fact remains that apparently the changes were made because of grammar error as I previously noted. Did they have permission to print and use images of those logos on the stamps? Images of that error are below shown blown up of the originals shown above as well as a copy of the logo with correct spelling above it that I found on another site.

Your arguments are good. They seem conclusive. I have the information I posted from a dealer of Indian stamps, namely the one mentioned on the sheets I posted.

Of course this does not mean he would have all the answers. I will try to find further proof.
