I have a few questions concerning is card. Persia 2 1/2 Shahi postmark Isfahan

Someone in the past has used a pencil to write down Ascher no 4, 15,-

Can anyone confirm this to be accurate?

I am planning to sell it, I am not looking for top money. Just a fair price.
