I've seen several listings for this on eBay. 6 volumes in PDF format. $8.00 to $10.00. Are these legit? Has anyone purchased these at all?

Just email Stanley Gibbons in London and ask. They will let you know if it is legal or not. I very much doubt that they are legit; as a digital copy of the Russian Stamps and Federation issues in the 2014 digital edition sells for much more than that alone on their site.
