Great Britain #22 4p On Bluish Paper. Is That Damage Or Plate Error On Front?

Hello all Stamp Masters,

still going through my dads collection.
Got a #22 4p on blue paper.
On the front bottom right side there is a disturbance in the ink.
Does that look like damage? or a plate error/Print error?

There's some further damage at the top of the stamp, above the A and G of POSTAGE.
