Hi all,

Not sure what I have, they are on a corner piece, is it just an efo or possibly a double print to blue.

My guess is that it is smearing of the blue ink caused by heavy inking. In the two partial plate blocks shown below you can see how the plate number is much thicker/bolder on the one versus the other.The one that is much bolder has the smearing.
