It appears that the postmark date is 22 Feb 87, which is probably 1987, but without more information about the cover, that's only a guess. The time of the cancellation was between 4 and 5 pm. This is a hand-stamp device, not a machine, so the clerk has to change the time each hour.

Thank you for that information. Unfortunately I have only the hand stamp on the torn off corner of the envelope with no other information. I also appreciate your advice about how better to ask for help.
