Scott #196. The writing at the bottom says "Bulgaria" and appears on nearly every stamp of that country. Since I don't read Cyrillic, I've learned simply to recognize it. If you have Scott, check the back pages for the Illustrated Identifier. It shows examples of many stamps that are difficult to identify. Bulgaria is there.
Thanks for the additional information. I completely forgot about the stamp identifiers in the back of the catalogs. I did plow through an old Linns stamp identifier book before starting the original post without any luck. Even right now knowing that it is a Bulgarian stamp to my eye it doesn't look like the normal Bulgarian inscription. I was trying to find it in one of the Indian states.
