Does this refer to something in the Scott Catalogue?

I believe that the border on your stamp was only used on Postage Due stamps.

Have you checked the postage due listings?

Also if you include the country of issue in the thread title it draws the members in that study or have knowledge of these. 1867 or 1869 surcharge doesn't help anyone.
