I am looking for more information about these stamps. All I could find online was that they are "Service Commission" stamps which is just a literal translation from the Italian. Does anyone have further info as to their purpose? Were they used for postage or for revenue?

Michel refers to these as Verrechnungsmarken, i.e., stamps for the settling of accounts. And yours, Michel #8 (part of a series of three, including 30c, 60c, and your 90c), 1913, is specifically for the procurement or verification of official documents of any sort.

Yvert & Tellier calls them Timbres de service, and says they were used by the post office for all purposes other than postage. Yours would be Y&T #11, again 1913.

I'm not certain, but I think that the Italian Servicio Commissioni would mean a stamp "For performance of a service," i.e., something like a charge for a service other postal.

The latest Sassone has a page on them - lists 6 issues in total - 3 in 1913 and another 3 in 1925. Considerably more valuable used than mint. Here's what the intro says -

"These stamps were used only for a special commission service that the post office carried out for a short time on behalf of the public. They were applied to the accompanying documents and, thus preserved, are rare."
