UC23 is believed to be a favor item and is not listed, just mentioned, in the UPSS 20th century catalog of US postal stationery. Your item also appears to have been surcharged (type 19) with a rubber plate making it even more scarce. Like all collectibles condition, scarcity, and demand set the price.
