Good night.
I would like to check if the stamp below can be considered as unused, and if it still has any value despite the flaw above on the right.

I also ask for clarification on the meaning of the word "Engr." in Scott´s photo, as well as how to check the measure (?) ('42), is it a height measure? and, what kind of measure?

Engr. means engraved. (42) is the year of issue.The stamp has no value because of the defect.It has a perforation of 11.

Actually, from the photo you can see the cancellation mark up next to the value 20. As well it looks like ink smearing on the bottom. From that and the fact that the gum appears quite disturbed, the stamp is used and it is not valid to use to pay for mailing.
