Further to Galeoptix's comment, SG has a note in Part 21 about Indonesian stamps with "Bajar Sumbangan Ongkos Tjetak":
'This description does not relate to postage due but signifies "print cost contribution paid". Such printing-cost stamps of 1968 onwards had to be affixed to non-postal forms sold at post offices. They were then given normal postal cancellations.'
