Hi jose,
this 12 cents stamp was not issued without perforations so it is a scott # 69 with perfs cut off

cut by hand, not an error.

it damaged the stamp so bad in my opinion it is not even a space filler

I can see remnants of perf holes on the bottom of the back side of the stamp. I would take it as a space filler but would be happy to pass it on as soon as I found a better one.
