Digging back in my memory, I seem to recall this "c in circle" as used at the House of Commons.

So, are the brain cells still working? If not, what is it?

According to "Canadian Fancy Cancels of the Nineteenth Century" by Day and Smythies, the "C" in a double circle, diameter 15mm, is a House of Commons cancel used from 1892 to 1898.
