The actual title of what Peter provided is: "Scott Specialized Catalogue of United States Stamps and Covers". A new version is issued every October, and the 2021 edition is now available for purchase for $91.
Most libraries will have at least one copy, although it may not be the latest version. Ask yourself if you really need to own a copy. If so, unless you're collecting all the latest issues, an older version may do just fine, and they are far less expensive. The stamp descriptions don't change; just their so-called catalogue value (Amos's best guess) and on rare occasion, their Scott catalogue number.
I always suggest that you get one newer than 2008 because Scott renumbered several classic stamps that year. The information in the front of the Scott catalog also gets some updates from time to time so newer is somewhat better in that regard. Lastly, read the entire introductory section of any catalog that you use. There is a wealth of information there that may not be useful immediately but might come in handy down the road.
