It is a facsimile of the $20 State Department Official stamp. If you look at the top of the stamp between "Department Of" and "State" you can make out the word "facsimile" in faint black type
The poor print quality is the clue. You have a "Facsimile", note the faint black lettering at the top between the two arcs of "Department of" and "State".
Add: SPQR was typing as I was. LOL. Your stamp still has some value, but not what a genuine stamp commands.
There was an European printer (Snef) who made some great facsimiles (marked in same place) that are much more dangerous. These three also has FACIMILE overprinted. It doesn't take much to hide Snef's overprint.
