1c Franklin - Perforation

Hi, there! How trustworthy are perforation gauge apps? I was organizing some stamps and decided to use one of these softwares. At one point, the app indicated that a 1c Franklin had a 11,5x10,5. So I've checked the values and they were rounded up. According to the software the unrounded perf was 11,36x10,5. Again I've compared it to a perforation gauge I have and it did fit better 11,5 not completely but better than 11.
Now how do you solve that? What can you tell me? How would you classify it? Comments welcomed!

In my opinion the software and many gauges today are reflecting much more accuracy than what the catalogs and numbering systems support. The fact that there is decades of precedence of less accurate organization (catalogs, albums, auction results, dealer price lists, hobbyist preferences etc.) of perforation gauges existing causes a lot of confusion when folks try to use software and/or perf gauges which go out to two decimals points. It also tends to get the 'treasure hunters' excited because they think they have found new varieties.
But I think that the reality is that many of todays tools do not reflect the legacy information, the legacy information is rounded because that is all that is really needed to identify the stamp(s).
