It is not a typo. It's normal. It's French, the official language of the Universal Postal Union. There are lots of bi-lingual labels with French paired with the local language, in this case, English.

Most commonly seen on airmail etiquette labels:

How would a French tag get placed on an airmail from Beverly Hills to Mexico City? Just curious. Not disputing at all ? Thank you.

As John stated, French is the official language of the UPU. So since an international delivery was made, in this case the Special Delivery handstamp would also have the French Exprès on it.
