I'm no expert on this issue, but it sure looks like the vignette from another stamp has been pasted on this stamp inverted. The typical way inverts are crudely faked.
Prima facie it appears to be Williams No. xxv. For long time it was in my city Kolkata, in the collection of Indian stamp dealer Shantichand Sukhani. I believe it had an old RPS Cert.
Yes at first glance it looks good but some things are wrong.It was apparently sold by Siegel in 2016. compare the Photo of the stamp in the auction and the ebay version. The Head & frame (small differences) look the same.The cancel is identical.The e bay stamp is trimmed.Could be a clever reproduction?, https://www.paulfrasercollectibles....each-174-500
