Purple Triangle & Circle Marking - What Is It?

It seems like I've seen this purple triangle within a circle marking discussed here or maybe it was on another stamp site, but I cannot find it. Here's hoping that someone can assist in identifying this marking and its purpose. If feeling real adventurous maybe someone can also comment on the blue colored pencil markings on front and back.

Yes, I know, the missing stamp is a real bummer.
