no idea what I am looking at, seems to be adressed to a officer de marines in Baltimore. perhaps a french speaker of France collector can figure this one out for me.

the place where it looks like a piece op paper is on top is really a hole

Yes, I agree with your interpretation of the addressing.
Top line is likely the sender, then

i think the only way to potentially find out more would be if a french speaker/reader can find any clues in the letter. I am intrigued by the fact someone took the time and afford to take out the signature signing the letter
