Confederate States #11?

I don't see the additional line outside the corner ornaments. Am I correct in thinking these are both #11?

Yes these are both 11s. Another point of reference is the small white vertical dash just above the "E' and "N' of Cents which breaks the horizontal lines.

This which dash is not found the #12s. Below is a #12 which is provides a good example of this difference.

The back of the hair line goes well past the ear on #11 also.

Riley111 your two stamps look to be from two different printers. The stamp the right is an earlier impression (1863) printed by Archer & Daly of Richmond VA, while your left hand stamp is an 1864-65 printing by Keatinge & Ball of Columbia, S.C.
You can tell this because on the earlier printing the background around Davis' head is a clear grid pattern while on the later printings, this is rougher and fills in.
