So maybe a new postal clerk didn't have the obliterator in hand and just ink marked the stamp;then his supervisor stepped in and postmarked the letter correctly.There can be other scenarios....
Postal officials have frequently used indelible marks on mail pieces. Once soaked, it loses the context and it all becomes useless speculation whether the marking was mundane or vital - or like the chicken/egg, which mark came first.
