Lebanon

I bought a block of 4 which turned out to be a South West corner (bottom left).
On closer inspection, the stamps in column 1 (from left) have a greater distance between the Arabic text and the left-hand edge of the stamps.
Counting the perfs reveals there to be 28 full horizontal perfs on the stamps in column 1, and 27 in column 2. The width of stamps in column, therefore, is greater by 1,75 mm (41,5 mm vs 39,75 mm). Given that there are 5 columns, 20% of all stamps printed will thus be wider than the rest,
Having obtained a sheet of 20 of the same stamp, these have the same feature.
I have overlaid column 2 of the block over column 1 on the sheet to show the difference in width of the stamps. I don't know how this type of error would get past quality control, and I have not noticed this error/feature on any other Lebanon stamps - yet. Can anyone, please, shed any light on how this can happen and whether this would count as a variation for catalogue purposes?
