I'm not finding this overprint in Scott and do not have another resource for Russia. I'm guessing it may be some sort of revenue or political cinderella.

I believe that you mean 1928 as opposed to 1938? The stamp is a Philatelic Exchange stamp used to pay tax on stamps exported from or imported to Russia.

The use of the 15k / 70k "Chainbreaker" has to be after 1932 - the date of issue of this last series of philatelic exchange stamps. The 1926 and 1928 dates seen on the cachet cancelling the stamp are the dates of the administrative decrees authorizing the procedures of philatelic exchange.

I believe that your stamp is Zagorsky PE30.

My Zagorsky catalog happened to arrive today and I can confirm that your stamp is PE22 from the 1932 series.

Vasia - Good info! These stamps fascinate me and I am learning about them. Kelleher just sold a collection of them but it went for too much for me. It had a lot of great material but not many if any covers. I do not see them used on cover, especially in the 1930's, very often.
