Help Identify Australia "Specl 6" Cancellation

I picked up this one for the cancellation. The stamp is Scott 3, or ACSC 5. Nothing stands out as a variety, but the cancellation appears to read, "SYDNEY / AP 22 / SPECl 6 / 13 / 45". I interpret this as a cancellation from Sydney on April 22, 1913. But, what does the SPECl 6 or 45 mean? Does it mean the standard canceller was unavailable at the time? Thanks in advance.

The 45 is the device number. It's a railway cancellation, applied at Sydney central railway station if memory serves me correctly.

I had a look at my own modest Commonwealth holdings but don't have one to compare.

I do have one on a NSW pair which is only 2.5 years before yours. It does show most of the duplex.
