Thanks Don, for sharing your nice cover. I have a similar one in my postal history collection, not registered, but having the same label without the form number. I always wondered what form number this label was, and now I know. Your cover is missing the censor seal "Examined By" tape. Shown below is my cover.

My cover has a personal connection to my family. The sender is my aunt (my father's sister) and this was sent to her husband working in Alaska on the Alaska Highway Project during WWII. When she gave this to me, she laughed and said, "I put too much information in the address the first time I tried to send Dale a letter in Alaska, and the censors crossed it out and sent it back." I'm glad she saved this cover.

Lots of men from Iowa and Minnesota worked on the Alaska Highway. Two of my uncles from Iowa worked up there. Green Construction Company was an Iowa-based private company, procured by the US government to help in the war effort. They sent all kinds of vehicles and equipment up there and my uncle said it seemed odd to see cars with Iowa license plates driving around in Gulkana, Alaska.

World War Two censorship related labels, markings, and enclosures like the two in this thread are documented in Civil Censorship in the United States During World War II", by Wilfrid N. Broderick and Dann Mayo, published by the Civil Censorship Study Group (CCSG) and War Cover Club in 1980. Although out of print, I believe a photocopy or PDF may still be available from the CCSG.

This reference is essential for anyone interested in United States civilian censorship during WW-II. [Edited to include United States]

The two labels illustrated here are described on pages 92 and 93 as Types F15.1 and F15.2:

Don's OC-15 form was probably applied at the New York censorship office.
Linus's form was probably applied at the Seattle censorship office.

I have something similar from Great Britain which includes a memorandum explaining why it was sent back. I wonder if these originally had a similar memorandum.

I just happened to see this Great Britain cover for sale on ebay. This is the British version of the same kind of label.
