This is not earth shattering, but the Catalouge has the Scott 493 upside down with reference to LAC {Library and Archives Canada} web site.

Catalouge "International Labour Organization" as the top of the stamp.
LAC "Organisation Internationale Du Travail" as the top of the stamp.

But who cares..Right..??

An unusual design format. I wonder if many were cut in half and the bisects used fully as 6 cent stamps?

My personal point of view on this.
You're right, it doesn't matter. This stamp could be seen in any direction, basically, there is no top or bottom to this stamp. You canot used eather the french nor the english sentences to oriented this stamp. The image should have been seen in a vertical position with the sentences on each side but for a question of space saving in the book it is represented in this format. Quite a dilemma.
