France - 1900 1c With Arrow And "Des Inser"

This France 1c first issued in 1900 - (Blanc series, Sc 109, Yt 107) came with a recent purchase and has these interesting 2 arrows and "Des Inser.." on it. Anyone familiar with this overprint or cancel? - my Maury & web search was not helpful in this regard.

These were stuck on newspaper paper as tax before printing the text.
