I don't have any recent info for commonwealth (not really my thing) So the # may be off seeing the Scott's used was from 1975! There's no other information listed aside from it being a #89(a) Is there any varieties of paper?
Your stamp does not have the background shading lines, so cannot be an 89 of any sort. Would have to be a later issue.
But yes, I would lean strongly toward Danko's idea that it is cut from postal stationery. The margins are so wide they would show the adjacent stamps if from a sheet format.
Postal stationary would make sense! I was thrown off by the paper appearance but after reading some more posts it seems envelopes and wrappers where on printed laid paper?
