I don't have any recent info for commonwealth (not really my thing)
So the # may be off seeing the Scott's used was from 1975!
There's no other information listed aside from it being a #89(a)
Is there any varieties of paper?

Your stamp does not have the background shading lines, so cannot be an 89 of any sort. Would have to be a later issue.

But yes, I would lean strongly toward Danko's idea that it is cut from postal stationery. The margins are so wide they would show the adjacent stamps if from a sheet format.

Postal stationary would make sense!
I was thrown off by the paper appearance but after reading some more posts it seems envelopes and wrappers where on printed laid paper?

Yes, if it were an envelope the laid line would be on the diagonal.
