Hi, in the stories on this special delivery stamp (my best guess for this one is the 1894 edition), one often talks about a 'line under TEN CENTS'. I see a line. Is this what is meant?
Also; this stamp seems to be taken from the side of a sheet. Does that matter?

The blue line on the right is the guideline to assist in cutting the sheet into panes. Fewer stamps have a guideline than are fully perforated. Therefore, you would think that a stamp with a guideline would be more desirable (and also maybe more valuable) but it is not so. Most collectors prefer a stamp to be fully perforated. Maybe one day in the future that will change.

Side by side examples of E2 and E4

You can clearly see the line under TEN CENTS.

Thank you, usphila.com
