It's been my experience that all, or maybe it's nearly all, stamp album publishers use open-top mounts. I can't think of any major album maker who uses split-back mounts, can you?
It's my experience Lighthouse uses split back mounts for its US pages but open top for all other countries. I've written Lighthouse several times requesting open top mounts for US pages, but I've never received a response.
