31 of the 58 endnotes refer to Winifred Gallagher's How the Post Office Created America: A History. It would seem like that might be a better place to get this information. I do appreciate that citations were used, however.
This is philatelic literature guru Leonard Hartmann's take on the Gallagher book:
"Despite a decent index and 287 end notes I do not consider is [sic] an authorative [sic] study but as it covers over 200 years it is an enjoyable read and with the current interest in "the story" one will probably pick up some good insights into the background."
