On page 743 of the 2021 Scott Specialized Catalogue of United States Stamps and Covers, there are a couple of entries:

"Shifted overprints on the 10c, 20c and 50c result in "Transfer Stock," "Transfer" omitted, "Stock" omitted, pairs, and other varieties."

Pretty much sounds like, "we'll figure it all out later."

Lol.

I suspect that the reason is because the value of a specific item really depends on that exact item; different shifts will be more or less interesting and therefore more or less valuable.

This is not laziness. It is standard policy. Scott considers partial omitted as just freaks (whether that is an overprint or an original color) and does not list freaks (in either the main postage section or BoB).
