Just received this stamp back from Vincent Graves Greene today. There are another five used and three mint of this stamp unless more show up. So, that would make it rare and equally expensive as the C/V of van Dam is $3500 CDN and the C/V of NSSC is $3575 USD.

There is a write-up on page 291 of the 2020 NSSC Catalogue. Without trying to plagiarize.... Basically steamship owners transporting passengers to any place
outside the Colony shall pay to Commission for every first class passenger: Paying a fare of $10....$1; Paying a fare between $10 and $100....$2; etc...
The funds were then to be used to promote the services and resources of the Colony. It was not issued to Second Class and to exempt as many females as possible so that they did not have emigration issues. I seem to recall reading elsewhere that all remaining were to be destroyed. I just got an updated number from John Walsh that the numbers of this stamp are now 8 used and three mint. I call that rare, they were issued from 1927-1935.

That is a great find. My most notable big dollar Revenues are 5 copies of OST30 and various OGTs. There are a lot of cool things in the 2017 van Dam catalogue but not much interesting stuff comes my way.
