British Stamp With Value Omitted?

Is this a label or a stamp with the value and queens head missing. I found it in a small batch of British stamps. I couldn't get all of the stamp in the pic and the color is off. The bottom portion is actually gold colored. Any input would be greatly appreciated. Thanks.

I spy, with my little eye, "AJ" ???
Possibly an AJMAN Trucial States Label.
Albeit, I do not recognise the design.

According to an online catalogue, it is a label in the bottom left corner of a mini sheet for Heads of State of the EU, issued 1973, Michel 2587A-2595AKB
