Whem I Google PRONOIA, I get a reference to a taxation system. The site that may not be mentioned here lists thr Corinth Canal overprints with the description "Social Welfare Fund" and details them as Charity Tax Stamp - (1927 issue 'Corinth Canal' overprinted "providence'" in black).
