10c Peace On Earth Self-Adhesive On Souvenir Sheet

Anyone have an idea how the USPS attached the 10c Peace on Earth stamp on the souvenir sheet. If you look close there is some type of perforated paper (like a stamp) underneath. Given this is not discolored (from adhesive degradation) due to age like others of this issue. The background from the sheet is bleeding through causing the two tone effect.

Consider this: Here is a bulletin board flier which has not been serviced. There are 3 unprinted rectangles, shown in the close-up. The weathervane stamp is no doubt adhered with its own natural self-adhesive, which is becoming transparent with age and allowing the unprinted rectangle to show.

While the self adhesive material has not changed color, it has made the stamp translucent. This allows for the "placement" black to easily show through.

Still, the lack of mottling on the stamp is hard to understand.

Good storage conditions. Likely by plain luck.

I believe the mottling is present, but difficult to see against the white background.
