These are registration freaks. In reference to the black and dark blue, the light blue is shifted left. The perforations are likely keyed to the black and as such the light blue shift makes the stamps look poorly centered which they are not.
Parcelpostguy, surprised to hear they are collectible. I just found 9 full sheets of this EFO in scrap postage, all whole and MNH... I guess it's time for ebay
