Pakistan Surcharge ID Help

I came across the following this morning while going through a few glassines with Pakistan issues.



I do not find any mention of this style of surcharge on Scott 59 (6 annas) or 62 (12 annas). The color and style of the surcharge also does not match anything in Scott as far as I can tell.

I do see mention online that some later issues were handstamped and used in local areas. I do not know if that could be the case with the two I have or not.

If anyone could shed some light on these it would be greatly appreciated.
