Origin Of A Belgian Souvenir Sheet With Pope John Paul II

Hello from Poland,

I have a problem identifying the manufacturer (publisher?) of the souvenir sheet below.

It was originally printed for Belgica'90 Stamp Exhibition and then - later on - overprinted for another ocassion, which was the visit of John Paul II in Belgium.

Does anybody have any idea who issued this overprinted souvenir sheet? Cannot find it anywhere...
